Speaking to SHADA, Director-General Rasoul Zarei reported that out of a total of 20 trillion rials in loans approved during the presidential visit to the province, 13 trillion rials have so far been allocated to finance production units, micro-loans, and home-based businesses.
Regarding foreign direct investment (FDI), Zarei stated that 18 projects valued at $141 million have been approved since March 2026, of which $4.4 million has already entered the province. Many foreign investors are based in Arab countries of the Persian Gulf region.
On the employment front, Zarei noted that 56 projects worth 49 billion rials have been approved to stabilize employment in emergencies – equivalent to two months of salary for enterprises affected by wartime conditions – which are expected to generate employment for 1,377 individuals.
In the micro-loan sector, under Article 15 of the current year's budget, 14,514 billion rials have been disbursed to 9,983 small-scale projects. Additionally, 8,700 billion rials in mandated loans under Article 18 of the 2023 budget law have been paid to 204 production and employment-generating projects, representing 84% of the allocated provincial funds.
Regarding the national permit issuance system, Zarei reported that 286,000 license applications have been registered to date, with 69% resulting in issuance. Of these, 15,000 permits were issued in the first five months of the current year.
The Director-General emphasized that the department's primary priority is the timely injection of funds into provincial development and infrastructure projects to accelerate project completion and enhance public welfare.
Zarei also noted that over 10 trillion rials in budget appropriations have been approved for the province this year, of which 1,200 billion rials have been received thus far.
