Iran Issues Official Guidelines for Establishing and Operating Foreign Investment Promotion Agencies

Tehran - November 26, 2025: The Organization for Investment, Economic and Technical Assistance of Iran has formally issued the Guidelines for the Establishment, Operation, and Oversight of Foreign Investment Promotion Agencies, in line with Article 30 of the Law on Financing Production and Infrastructure.

According to Shada, the guidelines are designed to:

Professionalize the process of attracting foreign investment.

Standardize the activities of investment promotion agencies.

Strengthen support mechanisms for foreign investors.

Licensing FrameworkApplicants must first obtain an establishment license, valid for six months (renewable up to two times).

Following this, they may apply for an operating license, valid for two years (renewable upon performance evaluation).

The guidelines also detail procedures for license issuance, renewal, suspension, and revocation.

Agency RequirementsAgencies are required to:

Launch an active website in Persian, English, and Arabic.

Produce promotional content in English, Arabic, and Chinese.

Provide comprehensive consulting services before, during, and after the investment.

Prepare feasibility studies for investment projects.
