He announced the establishment of a provincial development headquarters tasked with coordinating efforts between governors and senior officials to dismantle production bottlenecks and accelerate investment. “Iran’s development cannot be achieved without focusing on FTZs,” he said, calling for legislative reform and regulatory streamlining to unlock their full potential.
To operationalise the strategy, the Ministry is prioritising tools such as banking sector financing, foreign capital attraction, simplified licensing procedures, legal reform, and foreign exchange allocation. Madanizadeh also underscored the importance of public-private partnerships, noting that underutilised state assets could be leveraged to incentivise private sector participation. “The government holds vast resources that, if transferred effectively, could create a win-win dynamic,” he said, referencing ongoing asset monetisation initiatives.
In a bid to finance development in Sistan and Baluchestan, the Minister proposed deploying state-owned land in Tehran and other regions. He also advocated for the issuance of low-interest foreign exchange bonds to support export-oriented investment, describing them as a catalyst for production.
Beyond economic instruments, Madanizadeh stressed the role of cultural and social cohesion in regional development, urging greater local employment and community engagement to mitigate medium-term risks. He praised the academic standards of universities in Chabahar and Zahedan, highlighting their role in linking research to industrial output and strengthening human capital.
To attract large-scale investment, the Minister proposed a national conference in Tehran, bringing together major producers and investors to present a long-term vision for Chabahar. He expressed optimism that at least half of the meeting’s resolutions would be implemented by the next session.

Iran’s Minister of Economic Affairs and Finance, Dr Seyed Ali Madanizadeh, has outlined a tripartite strategy to stimulate investment and regional development, centred on export expansion, private sector engagement, and the enhancement of free trade zones (FTZs). Speaking during a visit to Sistan and Baluchestan province, Madanizadeh met with economic stakeholders in Chabahar and members of parliament to present the Ministry’s roadmap for growth.
